Cameroon's community-forestry system

Cameroon's first community-forestry regime delegated bounded forest-management and product rights to village legal entities while retaining state-defined territory, approval, and supervision. Early cases around Lomié show that a permit could give residents standing and revenue, but that practical authority still followed control of maps, technical files, machines, contracts, prices, and accounts.

Cameroon's 1994 forestry statute placed community forests in the non-permanent forest estate. It required an approved simple management plan, made activities subject to that plan, assigned forest products from authorized management to the village community, and left implementation under forestry service supervision with a power to intervene or annul an agreement after a breach.1 The 1995 implementing decree defined the instrument as a management agreement over no more than 5,000 hectares and required the village community to act through a legally recognized entity.2

Those provisions delegated management, product, and exclusion rights; they did not convert the parcel into collectively titled village land. The distinction was operational. Residents could organize harvesting and sell products within the approved plan, while public officials still defined the eligible estate, approved the plan, supervised operations, and retained enforcement powers. A community association could hold a contract without holding all of the land relationships that residents treated as their territory.

The legal sequence narrowed the available space before a community applied. The state first distinguished permanent forests, including production and protected areas, from the non-permanent estate where a community forest could be requested. A fixed map and hectare ceiling could therefore recognize farms, forest products, and hunting inside one parcel while omitting routes, waters, sacred places, and seasonal uses that crossed the statutory boundary. This is not merely a retrospective concern: the Gbabandi platform, formed by Baka and Bagyeli associations, later called for collective title to ancestral lands, free, prior, and informed consent, participation, and equitable benefit sharing across the wider territory.3

Accounts from Bella, Gwap, and neighboring communities in southern Cameroon show the continuing conflict between administrative forest maps and lived land. Residents interviewed in 2023 described concession markings through fields, medicinal-plant areas, homes, tombs, and sacred sites and said they had not participated in demarcation. The reporting concerns an industrial forest unit, not a Lomié community forest, so it demonstrates the wider zoning conflict rather than an outcome caused by the community-forest permit.4

COBABO made formal recognition usable—and contestable

Moangué-Le-Bosquet became an unusually visible early case because Baka residents obtained a community forest through the Communauté Baka du Village Moangué-Le-Bosquet (COBABO). A 2004 Indigenous-rights review reports that the settlement brought together several Baka groups, that COBABO received an approximately 1,805-hectare community forest in 2000, and that partners helped prepare a simple management plan dividing residential, agricultural, non-timber, and small-scale timber zones.5

Recognition changed the community's position. COBABO could address the forestry administration as a legal entity, defend the licensed parcel against incursion, and organize harvesting. Yet the same review found that the new hierarchical committee, mobile-saw skills, and timber-income arrangements did not fit easily with customary forms of organization and did not produce an equitable distribution among families. It treated formal use rights and recognition as real gains while describing significant and durable material benefits as unproven.5

Phil René Oyono's field research adds evidence about internal challenge. In a study covering thirty villages and several forms of decentralized forest management, he reported that COBABO changed leaders three times after 1999 and that Moangué-Le-Bosquet had a public record of disagreement between the committee and residents over forest income. He found such public dialogue and leader replacement uncommon across the sites studied.6 Turnover is not proof of effective accountability: it can record recurring conflict. It does show that representation was not simply fixed at the moment the ministry signed the agreement.

The case therefore contained two different kinds of authority. Statutory authority came from the agreement, plan, and ministry. Social authority depended on whether residents accepted the committee, could understand its records, and could replace leaders. French literacy, schooling, administrative access, and relations with technical organizations could make particular residents more influential even when the legal entity formally represented a whole village. Oyono observed conflict between younger or schooled French speakers and elders or people excluded from those external exchanges, but his evidence does not quantify how women, poorer households, or people who left the organization experienced those differences.6

A saw exposed who could define responsible use

The most revealing early dispute concerned harvest equipment. Oyono reports months of disagreement between residents, the Netherlands Development Organisation (SNV), and forestry officials. SNV and officials supported the slower gruminette on ecological grounds; many residents preferred a Lucas mill or a timber-company contract for faster production and income. One Baka participant said he preferred the Lucas mill because he expected at least three cubic metres per day rather than one.6

The record does not justify a clean conclusion about the machine ultimately used. The 2004 working paper says Moangué-Le-Bosquet opted for the gruminette. Oyono's 2005 journal article repeats the participant's account but then describes the village as choosing a Lucas mill. Because the two publications draw on overlapping fieldwork and are internally inconsistent on this point, they establish a contested equipment decision, not a settled long-term operating method.7

The competing preferences carried different burdens. A slower method could keep operation and processing closer to residents and avoid heavy extraction roads, while requiring more local labor and delaying revenue. A faster machine or contractor could improve throughput while shifting equipment ownership, measurement, market knowledge, and harvest pace outside the community. The technical partner expanded the set of feasible actions and also exerted power over which action counted as sustainable.

Neighboring forests show that the legal form did not determine the bargain

Kongo's association, COBANKO, followed a different path. A later FAO conference case written by SNV and Cameroonian support-organization staff reports that the village created COBANKO in 1998, signed its agreement in 2000, and relied on four operators after an initial industrial-style operation was suspended. It also reports physically demanding manual transport, selective pressure on a small number of valuable species, weak negotiating power, unclear contracts, and limited state monitoring.8

The same case reports that official records attributed about US$87,000 in community-forest income to Kongo from 2001 through 2005, with 73 percent classified as wages and 27 percent as community projects. It also identifies an unexplained accounting gap and weak transparency. Because two authors worked for SNV and the chapter presents Kongo as a qualified success, its financial figures are valuable program records, not an independent audit.8

Earlier WRI publications described Kongo more pessimistically. They reported rapid removal of high-value species, felled trees left in the forest, about thirty houses receiving sheet-metal roofs, and retained village savings. The early publications' extraction total is not commensurable with the later FAO chapter's total of sawn wood, and neither record explains the reconciliation well enough to combine the numbers. The safe conclusion is narrower: wages and visible shared benefits coexisted with ecological warning signs and accounts that researchers could not fully reconcile.7

Echiambor supplies another accountability warning. Oyono's working paper reported that a committee chair diverted US$8,500 in 2001 while residents did not know the profit from wood sales. That assertion relied on an earlier local study; the public record reviewed here contains no judgment, recovery record, or response from the named officeholder. It supports the existence of a serious reported accounting dispute, not a final adjudication of wrongdoing.6

Across these cases, the organization around the permit mattered at least as much as the permit itself: who prepared the inventory, owned the machine, chose the operator, measured the volume, knew the export price, held the account, and could force disclosure or reopen a decision.

Later evidence rejects both automatic success and automatic failure

A two-case cost-benefit study published in 2011 found its selected community forests economically and environmentally profitable relative to constructed baselines, while emphasizing technical and managerial skill, finance, legal resources, market information, and vertical integration as decisive conditions. Two selected cases cannot establish a national average or the outcome of COBABO, but the result checks any inference that the early Lomié problems made the institution uniformly unsuccessful.9

The reverse check comes from a 2019 review of twenty years of Cameroonian research. It found recurrent distributive problems from unclear benefit rules and elite capture, procedural exclusion—especially of women—limited information and transparency, insecure tenure, and high transaction costs. The study synthesized published evidence rather than collecting a nationally representative new sample, so its conclusion describes recurring constraints, not every community forest.10

Timber was not the only possible enterprise. A two-year participatory action project in nine Lomié-area community forests supported women and Baka harvesters to process and market non-timber forest products and reported increased group prices, sales, and income between 2010 and 2012. The authors also asked whether the arrangements could persist without development-NGO support. The project shows that work design and market information can redistribute opportunity; it does not isolate the permit's causal effect or establish unaided durability.11

Environmental evidence is similarly mixed. Oyono's two-year field program used interviews, focus groups, local transects, and agroecological matrices and reported degradation and overharvest in several community forests.7 A later study using Landsat change detection from 2002 to 2010 and matched comparison areas found community forests had deforestation and degradation rates similar to controls, unlike some permanent production forests that reduced forest loss. Forest cover is not biodiversity, animal abundance, water quality, or regeneration, and the study does not isolate the early Lomié cases.12

Baka-centered research makes the missing ecological distinction explicit. A 2022 study based on 109 purposively selected interviews and eight focus groups records Baka respondents' opposition to contractor logging and their accounts of customary hunting, gathering, sacred areas, and species protections. The authors state that time and resources prevented biological comparison of plant and animal populations. Their evidence establishes affected-community knowledge and risk perception; it does not convert those perceptions into a measured species trend.13

Organizational fingerprint

The profile describes a hybrid rather than a village organization acting alone. Its authority sources are state bureaucracy through the statute, agreement, approval, and enforcement; local-federated authority through the village entity and resident meetings; professional expertise through mapping, inventory, forestry, and legal work; and market capital through equipment, buyers, and operating finance. The evidence does not show those sources carrying equal weight.18

Decision loci are frontline-local, rule-bound hierarchy, and professional cells. Residents and committees selected projects and managed work; public officials approved and supervised plans; specialists translated forest use into files, maps, and harvest rules. Ownership combines state and member-owned scopes, with a crucial limit: member-owned refers to the village entity and its collective product rights, not ownership of the underlying forest land.2

Coordination used hierarchy, standards, markets, and planning: committee offices and ministry authority, legal and silvicultural rules, operator contracts, and simple management plans. Knowledge moved through specialist staff, top-down instruction, bidirectional exchange, and embedded practice. Baka and other residents supplied place-based knowledge, but the approved document and market transaction favored knowledge that could be written, priced, and administratively accepted.56

Measurement was financial, operational, and mission-oriented. Accounts and project spending measured money; inventories, species, volumes, and plots measured operations; conservation rules stated mission. The source record is much stronger on money and timber than on distribution, animal populations, forest regeneration, or longitudinal well-being. Learning combined formal research and market feedback, while adaptation proceeded through local iteration and slow institutional change rather than a single design correction.812

Intended or affected beneficiaries include communities, members, workers, Indigenous mission beneficiaries, public institutions, and ecosystems. Inclusion in that set is not evidence of a net benefit. Capture, financial extraction, bureaucratic rigidity, suppressed voice, and externalized harm are documented stress paths; they are not claims that every community forest experienced every failure.10

Concept emphasis is an editorial comparison

The highest scores identify the questions the evidence can carry most clearly: authority, legitimacy, and acceptance, structure, hierarchy, and scale, measurement, accounting, and control, cooperation, incentives, and organizational equilibrium, knowledge, expertise, and professional autonomy, and governance, stewardship, and accountability score 3 because formal authority repeatedly diverged from control of practical capabilities.

Purpose, mission, and institutional legitimacy, delegation, decentralization, and responsibility, coordination, communication, and common understanding, decision-making, judgment, and bounded rationality, and strategy, competition, and adaptation score 2. They explain the competing purposes, partial delegation, communication gaps, constrained equipment choices, and operator strategies without making the case primarily about any one of them.

Work design, productivity, and automation, learning, quality, and reliability, and executive attention, information, and organizational sensing score 1. Machines, learning, and ministry attention matter, but the available evidence does not support a fuller comparative treatment.

Innovation, entrepreneurship, and renewal, culture, informal organization, trust, and voice, and organizational ignorance score 0. Zero means the current comparison does not foreground the concept; it does not mean that innovation, culture, trust, voice, or ignorance were absent in Cameroon.

Related cases are analytical comparisons, not documented influence

Each declared relationship is comparative. No source reviewed here establishes partnership, imitation, or direct historical influence among the cases.

  • Madagascar's GELOSE transfers are a legal-design comparison: a negotiated state–commune–community contract can be set beside Cameroon's state–village agreement and prior zoning.
  • ACOFOP's community forest concessions are a federation-and-market-capacity comparison: collective political and commercial infrastructure addresses capabilities that a single village may lack.
  • UZACHI community forestry is a technical-capacity and tenure comparison: intercommunity forestry services operate alongside a different communal-property setting.
  • Nepal's community forest user groups are a statutory-user-group comparison: locally governed forest rights can be examined across different membership, state-oversight, and ecological regimes.

Affected groups and unresolved evidence

The best-supported affected groups are legal-entity members, Baka residents in Moangué-Le-Bosquet and later Ngoyla research, paid and unpaid forest workers, committee leaders, public forestry officials, support organizations, and timber operators. Evidence is thinner for women in the earliest cases, mobile users, poorer and nonmember households, people who dissented or exited, neighboring villages, customary users whose territory fell outside the parcel, and workers employed by contractors. The later women's non-timber project and Baka-centered research illuminate those groups but cannot be projected backward onto every 1999–2005 Lomié decision.

The rights of land-title holders, creditors, timber-company owners, and end buyers are largely visible only through law and contracts, not through their own testimony or comparable outcome data. Public evidence also does not reconcile all early sales, volume, wage, and project accounts. A claim about who captured a specific payment therefore needs a transaction record and a response from the accused party, not only a village allegation or support program's retrospective.

Ecological and nonhuman claims require separate measures. Forest-cover change cannot establish wildlife abundance, regeneration, water quality, animal welfare, or the effects of hunting rules. Participant accounts of customary stewardship are evidence of knowledge and values, while causal biological outcomes need community-governed monitoring with suitable comparisons. Future generations are present in the duration of tenure, forest condition, knowledge transmission, and freedom to revise or refuse extraction, but the reviewed studies do not follow later generations longitudinally.

Cameroon enacted Law No. 2024/008 on forestry and wildlife on July 24, 2024. The official act establishes a new statutory chapter, but the act alone does not show how implementing rules, allocations, enforcement, or affected groups have changed in practice.14 The early cases remain useful because they identify the operating test for any successor regime: whether authority over a boundary travels with inspectable accounts, usable skills, viable equipment, market options, meaningful consent, and a credible ability to stop or revise a harvest.

Research priorities

  • Reconstruct matched transaction ledgers for selected forests: inventory, authorization, operator contract, harvested and sold volume, price, wages, account deposits, projects, and distributions.
  • Follow members and nonmembers from application through harvest, benefit allocation, dispute, leadership change, and exit, disaggregated by gender, age, ethnicity, wealth, language, disability, and settlement status.
  • Map statutory parcels together with community-governed records of farms, waters, hunting and gathering routes, sacred places, neighboring claims, and seasonal mobility without publishing protected knowledge.
  • Compare self-operated, contractor-operated, timber, and non-timber models on income, unpaid labor, injury, bargaining power, regeneration, forest cover, water, and species indicators.
  • Record the views and outcomes of neighboring communities, public field officers, contractors and their workers, buyers, creditors, and people who opposed or left each arrangement.
  • Test the 2024 regime against the same legal and operating variables only after implementing instruments and observed cases are available.
