Cameroon's community-forestry system

Cameroon's first community-forestry regime delegated bounded forest-management and product rights to village legal entities while retaining state-defined territory, approval, and supervision. Early cases around Lomié show that a permit could give residents standing and revenue, but that practical authority still followed control of maps, technical files, machines, contracts, prices, and accounts.
