Great Leap Forward reporting system

During China's Great Leap Forward, production claims moved upward through a hierarchy in which ambitious targets signaled political loyalty and contradiction could be punished. Inflated harvest reports and inflexible targets then returned to rural communities as grain procurement. Reporting failure was one part of a larger policy catastrophe that killed millions; the total remains disputed because records are incomplete and excess-mortality estimates depend on a counterfactual baseline.
