After Libya's 2011 revolution removed Muammar Gaddafi, elected bodies, governments, armed formations, municipalities, courts, and economic institutions acquired overlapping claims to rule. The 2014 split and later settlements produced rival executives in Tripoli and the east rather than a stable plural constitution. Partial cooperation around oil, the central bank, and public salaries kept a national economy functioning, but armed vetoes, duplicated offices, foreign sponsorship, and unclear responsibility exposed civilians, migrants, and cities such as Derna to rule without dependable accountability.
