Soviet planning and the sovnarkhoz cycle, 1957–1965

In 1957 the Soviet Union moved most industrial administration from branch ministries to 105 territorial economic councils without ending national planning, state ownership, or Communist Party authority. The councils redistributed information, careers, and resource leverage among central, republican, regional, and enterprise officials until the 1965 restoration of ministries paired recentralization with a new enterprise scorecard.

Could authority move from industrial ministries to regions—and then partly to enterprises—without breaking the national dependencies that the plan was meant to coordinate?
