Russian Revolution goal

Russia's 1917 revolutions opened competing claims to replace imperial autocracy with authority exercised through elected government, worker and soldier soviets, peasant land control, and socialist parties. The Bolshevik promise of 'peace, land, and all power to the soviets' aligned urgent demands, while leaving unresolved whether councils would govern through plural local authority or become instruments of one party.

Can councils formed in crisis become durable sources of revocable authority without yielding either to state collapse or to a party claiming exclusive representation?
