In Frank Herbert's Dune and Dune Messiah, Paul Atreides survives an imperial plot by joining the Fremen struggle on Arrakis, wins the throne by threatening the spice supply, and then discovers that victory has enlarged rather than dismantled the machinery of empire. The two novels make one institutional problem vivid: when transport, wealth, prophecy, and political legitimacy all depend on the same living substrate, changing the ruler does not by itself change the order.
