The U.S. Army's Green Books are official histories with unusual access to wartime records, not a single institutional voice. Ulysses Lee's The Employment of Negro Troops shows their power and boundary: it documented segregation and Black infantry volunteers in Europe, yet an Army survey judged those volunteers without asking a Black soldier.
