Iran's 1979–1989 settlement joined elected republican offices to clerical guardianship, revolutionary courts and security organizations, and semi-public foundations. Elections and parliamentary conflict remained consequential within an order whose Leader, Guardian Council, and revolutionary institutions could protect the founding mission while restricting who could compete, organize, or demand an enforceable account.
