Islamic State administrative apparatus in Iraq and Syria
The organization calling itself Islamic State joined ideological command, security bodies, provincial offices, taxation, payroll, courts, service administration, and captured public capability across territory it seized in Iraq and Syria. Administration did not moderate the violence: the same apparatus financed warfare, coerced workers, classified and dispossessed civilians, and organized genocide, enslavement, and forced transfer against Yazidis. Captured records and propaganda establish prescriptions, claims, and some transactions only when their provenance and limits are visible; independent investigations, judgments, scholarship, affected-community accounts, and environmental assessments carry the external-event and impact claims.
What does administrative capability mean when the apparatus itself helps finance, classify, coordinate, and document coercion, enslavement, and genocide?
