Ethiopia's Gambella villagization program
Beginning in 2010, Ethiopia's Gambella regional government sought to relocate tens of thousands of mostly Indigenous rural households into planned villages, officially to concentrate schools, health care, water, roads, agricultural support, and administration. Anuak, Nuer, and other affected people instead reported movement without meaningful consent, violence against resistance, unready sites, hunger, and lost access to rivers, forests, fields, and grazing. Simultaneous large agricultural leases and donor-funded local services created overlapping institutions in which development targets advanced while responsibility for coercion and livelihood loss remained fragmented.
What happens when a state treats concentrated settlement as the route to services and agricultural transformation while the people being moved cannot safely refuse, retain land, or verify that promised provision exists?
