After Haiti's earthquake disabled public institutions and drew an immense influx of responders, sector clusters created shared logistics, standards, surveillance, appeals, and operational maps, but their international architecture often made Haitian government, organizations, and displaced people participants at the edge of decisions about their own recovery.
