The Soviet end state replaced imperial rule and much private ownership with a formally federal union governed through Communist Party leadership, state planning, security organizations, and mass administration. It developed industrial, educational, and scientific capacity while denying workers, republics, and citizens an authorized way to replace the party that interpreted the revolutionary mission.
