General and Industrial Management
Henri Fayol makes management itself an object of study, distinguishing administrative work from technical production and proposing functions and flexible principles for organizing an enterprise as a whole. The work supplies a foundational vocabulary while also revealing the managerial, industrial, and hierarchical assumptions from which that vocabulary arose.
A company near liquidation becomes the proof
In 1888, the Commentry-Fourchambault mining and metals combine was losing money, had stopped paying dividends, and appeared close to liquidation. Its board made Henri Fayol director general. By the time he retired three decades later, the enterprise had recovered and expanded. Fayol would present that reversal as the great validation of administration: technical and commercial conditions matter, but an enterprise rises or falls with the quality of its management. 1
The recovery gave Administration industrielle et générale its authority and also its most important evidentiary limit. Fayol was the executive whose actions the success story vindicated. Historian Donald Reid records a later challenge from Jean Chevalier, who attributed much of the turnaround to rising pig-iron prices while wages stayed very low. Reid also notes that Fayol had not yet formulated the doctrine in 1888 that he later described himself as applying. The turnaround happened; whether the eventual principles caused it is a participant's retrospective claim, not an experiment.2
That dispute makes the book more revealing, not less. Fayol entered the firm as a mining engineer in 1860, became a mine director in 1866, and spent the next half century confronting operations whose technical, financial, commercial, and human problems could not be solved one at a time. The historical record shows management devices developing long before he first presented his administrative ideas in 1900. The book published in 1916 was an attempt to make that accumulated executive practice visible and teachable.3
The mine forced management beyond engineering
Fayol divides an industrial enterprise into six kinds of activity: technical, commercial, financial, security, accounting, and administrative. A technically sound mine can still fail if capital is unavailable, sales are mistimed, accounts cannot show what is happening, or several works pursue incompatible plans. Administration links the specialized activities without pretending to replace them.4
His managerial sequence—often translated as forecasting or planning, organizing, commanding, coordinating, and controlling—follows the same experience. A program of action looks ahead; organization assembles the material and social body; command sets it in motion; coordination reconciles timing and effort; control compares events with the plan so that deviation can change the next action. This is the general manager's view of an industrial system. It complements Taylor's shop-floor focus in The Principles of Scientific Management, but neither executive overview nor task analysis contains the whole experience of the people doing dangerous industrial work.5
The famous fourteen principles emerge as answers to recurring collisions inside that system: specialization against coherence, authority against responsibility, obedience against initiative, local knowledge against central direction, stability against change. Fayol names division of work; authority and responsibility; discipline; unity of command; unity of direction; subordination of individual to general interest; remuneration; centralization; scalar chain; order; equity; stability of tenure; initiative; and esprit de corps. He did not present them as natural laws with identical application in every circumstance. Centralization, for example, is explicitly a matter of degree.6
The gang plank exposes the argument's tension
Fayol's scalar chain places authority in a line from the head of the enterprise to its lowest level. But suppose two employees in different branches need to solve an urgent shared problem. Requiring every message to travel up one chain and down the other protects formal authority while making coordination slow and distorted. Fayol's “gang plank” lets the peers communicate directly, provided their superiors authorize the connection and remain informed.7
The exception is more instructive than a flat recitation of hierarchy. Unity of command protects a worker from incompatible orders; it can also block direct access to needed expertise. Initiative improves local adaptation; it can also fragment a common plan. Discipline can make interdependent work reliable; it can also punish refusal. The executive's work is not to maximize one principle but to judge the relation among them.8
Who gets to exercise that judgment remains less flexible. The “general interest” is largely seen from the head of the enterprise, while workers appear chiefly as members to organize, remunerate, stabilize, and animate. Low wages in the recovery account complicate any equation between corporate survival and shared benefit. Mining also placed workers' bodies, surrounding communities, and landscapes at risk, but those affected parties do not receive a comparable role in defining the plan or reviewing its success. Equity appears as a virtue of command, not as an independent power to contest command.9
A practical doctrine hardened into principles
The 1916 French publication circulated unevenly outside France. The 1949 English translation made the work far more influential in Anglophone management, while rendering terms such as prévoyance, commandement, and contrôle through English words with their own connotations. The edition therefore matters whenever a later textbook formula is attributed directly to Fayol. 10
By 1946, Herbert Simon's “The Proverbs of Administration” attacked the broader classical tradition of administrative principles: maxims often came in plausible opposing pairs and could “prove” too much without evidence about conditions and consequences. Simon was not conducting a line-by-line refutation of Fayol. He was challenging what happened when experience-based tensions hardened into universal prescriptions. His later Administrative Behavior built a different account around decision processes and bounded rationality.11
Follett's Dynamic Administration supplies another dispute. Where Fayol begins with the executive's need to make a whole coherent, Follett asks how authority might arise through direct inquiry among the people in the situation. Fayol's work remains a compact map of problems that grow with organizational scale. Its history warns against treating the map as proof that one executive's declared interest is the interest of the whole.12
Structured reading paths and evidence limits
The dependency on The Principles of Scientific Management is an editorial comparison of parallel classical traditions: Taylor analyzes work and task design, while Fayol analyzes administration from the enterprise level. Dynamic Administration and Administrative Behavior supply later authority and decision contrasts. The sequence does not establish a direct debate, common method, or linear inheritance among the authors.12
Paths to structure, hierarchy, and scale and coordination, communication, and common understanding separate Fayol's scalar and integrating problems. Organizational intelligence joins planning, information, and correction as an adaptive system, while benefit for all life asks who can contest the declared general interest and which consequences count. These are editorial reading paths. No structured impacts or typed relations are encoded, so the record supports no net-impact estimate or historical-influence claim.
The source set combines Fayol's translated work, bibliographic records, commemorative and historical accounts, a historiographical challenge, and Simon's conceptual critique. It does not contain representative testimony or outcome data from miners, other workers, households, mining communities, or affected environments. Those absences limit claims about the turnaround's distribution and the principles' practical legitimacy.13
